Is it true that electric transformers for celular phones, laptop computer, printers, etc, keep using power?

I wanr to know if they use power even when not in use, to disconnect them.Is it true that electric transformers for celular phones, laptop computer, printers, etc, keep using power?
Yes and no. When they are plugged in they are using a minimal amount only because they are completeing a circuit. BUT, the output, or secondary side of the transformer is not drawing any power, so the primary, or plug side, does not pull any amps because there is no load on the output. The reason its warm is because it is completeing the circuit between the hot and neutral of your home electrical lines. There is a potential for voltage, but no flowing of current. Is it true that electric transformers for celular phones, laptop computer, printers, etc, keep using power?
Yes, many do. Some don't.

Those that have any electronic circuitry for regulation etc will.

Those that have a complete off switch on the power side of the transformer don't.

Try this, when the device is off, or not connected, try putting your hand on the transformer (assuming it is an external one). If it is warm, it is converting some electricity to heat and using power.
Yes, when they are in outlet they are taking some power. But very little. When they are disconnected they don't take any energy.
