Is it true that drug addicts' brain stops developing at the age they start using?

For example a 15 year old becomes addicted now 24 therefore mentally she is still 15?Is it true that drug addicts' brain stops developing at the age they start using?
I have been in rehab before, and they also told me the same thing. However I am inclined to not believe it.Is it true that drug addicts' brain stops developing at the age they start using?
I think the more common way of phrasing this is that the person gets stuck in the emotional age when they start using. There is some truth to this. One part of maturing is learning how to deal with uncomfortable emotions--fear, anger, frustration, anxiety, sadness, guilt, shame, etc. When the brain learns that it ';doesn't have to'; deal with these emotions, that is, the brain expects a dose of substance ';anesthesia'; to block out the uncomfortable emotion, then emotional growth is stunted. My experience is that, while the theory is not perfect, it does apply to many in many ways.
depends on the drug. Usually not, but if you take enough of something, it can cause some sort of damage, but your brain will not stop developing. Weed does not kill brain cells, which does not cause brain damage, but for example, taking acid everyday for a year maybe would cause lack of comprehension to the real world. You would basically be tripping in your everyday life, but your brain would still develop, possibly at a lower speed, or you would have problems learning something new.
When my husband in his late forties went in about his ADD, the doc said his pot smoking everyday as a teen and young adult was probably his culprit, causes brain damage. I read where meth use can cause a guys' penis to shrink in size...That should have every teen male thinking twice! And of course, alcohol and steroids shrinks the testicles. Obviously, your a gal and don't have those worries, but there has to be bad side effects to us ladies. The brain has a wonderful way of healing itself in lots of cases, but why chance it? A fifteen year old's brain is still growing. I've known a few long term meth users who just aint right anymore. They talk to themserlves, have rotten teeth (if any) and are just so lost. Believe me, there's nothing so pithetic as a 40 something year old who still smokes alot of pot, snorts or shoots meth or coke, and still drinks alcohol like it's 1999. (Princes'song) A teen can still get off the crap. And it is crap. Euphoria at first, paranoia next. Drugs take over our natural endorphens and cut off our seratonin supply that keep us at an even keel. There's help out there and no matter what the circumstance, there's hope.
maybe if she/he is in hallucination...

True.

This is what they have told me in every rehab I have been in.

So, I guess I have the mentality of a 16 or 17 year old.
I know when some one at a early age that smoke weed, they brain are damage, where they can't think or focus correctly by the time they are in their 20.
